Ensuring Access to Territory through Border Monitoring

One of the main regional operational goals of UNHCR in Central Europe is access of asylum-seekers to the territories of state parties to the 1951 Geneva Convention and to the asylum procedure. In order to achieve this goal, UNHCR has established border monitoring projects across the region. These projects are based on tripartite cooperation between government authorities, nongovernmental organizations (NGOs) and UNHCR.

Tripartite memoranda on Border Monitoring

tripartite_07_08In 2007 and 2008, UNCHR signed tripartite agreements on border monitoring with NGOs  and Border Police in Hungary, Romania, and Slovenia. The memoranda guarantee that UNHCR and its NGO partners can visit the border as well as detentions centres in order to monitor the access of asylum- seekers to the territory of the country.

Eastern and South-Eastern EU Borders

The external land border of the EU, from Poland to Bulgaria, is 4,800 kilometres long and well guarded. UNHCR's Regional Representation for Central Europe is closely monitoring the situation along this border.

Managing Migration Without Neglecting Human Rights

mm_human_rightsUNHCR's Regional Representative Gottfried Koefner made a statement at the Budapest Human Rights Forum 25 - 26 June 2009. He underlined the necessity to preserve the right of individuals to access EU territory and seek asylum even if border managment is getting tougher.
